if i oc it at 40 my temps reach 80-90 which means i cant overclock a haswell unlocked chip

80-90's pretty crazy.

Mine hasn't gone above 72 under prime95 yet.

What CPU Cooler do you have?

i set it to 1.2 but when i was stress testing the cpu for some reason it override that and went almost to 1.29

Adaptive mode. Turn it off while testing. And don't use Prime95.
