You should be getting around 1800 - 2000 depending on what R9-280X you are running.... 

 

Note: if you have loads of crap running in the background when you run valley it does kill the results, so make sure all programs are closed before you run the benchmark...

This plus try using the 14.4 drivers and see what happens. It is also important to do a clean uninstall of the AMD software every time you switch between stable and beta drivers.

It's the MSI version, and this is literally all I had running(it's a fresh windows install)

How fresh is the install, windows installs stealth updates that cripple performance for the quite a few reboots...

Closed all programs, and it ran the same score at 1491.

This plus try using the 14.4 drivers and see what happens. It is also important to do a clean uninstall of the AMD software every time you switch between stable and beta drivers. 

Installed the drivers, and still had a low score.

Recently got a new processor so I decided to run the unigine benchmark, and the results seemed pretty low, am I missing something or is this normal?

To be clear, were these low benchmark scores were experienced after installing a new processor? Or a new 280x? 

 

Also, did you have better scores before the hardware change?

I believe I actually had these same scores with my old fx-6100, and just thought I was getting bottlenecked, and decided to run the benchmark with the new processor, and the scores are pretty much the same.  Also, it doesn't seem to perform bad in games for example in arma 3 I get around 40-80fps, bf4 is around ~60 at ultra, so i'm not really sure.

Those in-game numbers look pretty good. Is your Valley Benchmark the only real indication you have for the possible under-performance?

I do get as low as 25 fps actually in arma 3 but that could just be the game, and some stutters, but besides that it is the only indication I just don't understand why my score is so bad.

what is your power limit % set to? max it out if its not already. (unless you have an underpowered PSU, than maybe not).

Short of GPU hardware malfunction, I don't understand why your scores are low either. How old is your card?

I bought it about a month or two after it came out.
