i did a fresh install of windows 7 pro 32-bit on my moms pc, but when using a browser. the cpu load is very high 60-80% and spikes to 100% sometimes. which makes watching netflix and browsing a real crappy experience. this wasn't a problem before the fresh install. i tried multiple mainstream browsers, same results with all of them.

 ideas?

rig specs:

optiplex gx620

4 gb ram

hd 6450

(preferably something like puppy linux/lubuntu)

Shot through the heart and you're to blame, 30fps and i'll pirate your game - Bon Jovi

Take me down to the console city where the games are blurry and the frames are thirty - Guns N' Roses

Arguing with religious people is like explaining to your mother that online games can't be paused...

its a p4 duel core 3.4ghz aka Pentium D . should more more then a capable. but it didn't have this issue before the fresh install of win 7. should i put xp back on it?

did you reinstall the drivers too?

Make sure you have the drivers for it.

then again that PC needs a major overhaul

i had her try mint and ubuntu awhile back, but navigating directories to find her files was troubling for her. so as i was saying installing linux isn't going to be solution for this.

so if the answer is. "thats just the way its going to be." then well i guess she'll just have to deal with, i just find it odd that i have the same system at my house too (slim form factor model) and i don't have this issue.
