Hello, so I recently got a new CPU and I have noticed that it stutters a lot more than my last one and I was just wondering if that was because it is brand new so it needs to be broken into or is it just the CPU?

No your CPU doesn't need to be "broken" in. What did you have? what do you have now?

mostly when I am playing games. It is fine for a bit then all of a sudden it just starts to stutter

 

That sounds like thermal issue. Check your temps while gaming.
