Looks good, though I would change that SSD out for a Samsung 840 evo as they are very reliable and one of the faster SSDs out there, and I would also swap that cooler out for a hyper 212 evo (it will do about the same job in cooling for half the price) or get an h100i, though its your choice on what to get.

Specs: CPU - Intel i7 8700K @ 5GHz | GPU - Gigabyte GTX 970 G1 Gaming | Motherboard - ASUS Strix Z370-G WIFI AC | RAM - XPG Gammix DDR4-3000MHz 32GB (2x16GB) | Main Drive - Samsung 850 Evo 500GB M.2 | Other Drives - 7TB/3 Drives | CPU Cooler - Corsair H100i Pro | Case - Fractal Design Define C Mini TG | Power Supply - EVGA G3 850W

Would this PC be able to run most game at max settings 60+ Fps. If not leave some suggestions of what I can improve on this build.

If you're going to go for 8GB of RAM, you should at least get a good brand like these: G.Skill Ripjaws X Series they are $1 more on PC Part Picker. As for the monitor, if you really want good gaming get this one: Asus VG248QE 144Hz 24.0" Monitor this is only $10 more on PC Part picker and probably the best monitor for gaming within your price range.
