Stable clock speeds.... and choosing a cpu

Ok so this is my first post in this section........ 

Im just gonna ask a few things

One: Should I get a Pentium g3258 and save up for a future upgrade to a K i7 processor??? or get a i5 4690k????
Two A: If I get the Pentium K, what is the highest stable clockspeed???
        B: If I get the 4690k what is the highest stable clockspeed??? 
Three: Not the right topic but whats the best psu for oc'ing???

1) Depends, can you go with something higher because dual core isn't exactly...great

 

2.A ) That varies, there's not set number.

2.B ) Read 2.A

 

3) One that provides enough stable power. Pretty much any 80+ Gold rated power supply that has enough Wattage.
