Hi, 

So I put my whole computer together outside of the case and there were no lights on the motherboard. I plugged in everything the right way. Next I took out the RAM and the Video Card and Hard drive and just had the Motherboard and the CPU in but there was still no power. After seeing this, I did the paper clip test on the power supply and it is functional. Is my motherboard DOA? Thanks.

Try reseating everything, and check front panel I/O connections...

Did you 1. plug in the power supply.

2. flip the switch on the back of the power supply.

3. turn on the computer

If you didn't plug in the front panel I/O yet, since you are testing it outside of the case, make sure you are jumping the correct pins on the motherboard. Check your motherboard manual to see where the front panel I/O connectors are and with a paperclip or a metallic screwdriver tip make a connection across the power switch + and - pins. Also couldn't hurt but, make sure the cord that goes into the power supply is firmly plugged in and the power supply is turned on.

Make sure the front panel stuff is hooked up right, make sure everything is put in and plugged in, and flip the switch on the back of the power supply.

If you can easily, try using the front panel power button as opposed to shorting out the Mobo pins.
