I would get a minimum of 500 Watt power supply for a build like this. Don't think the gpu would fit in the case either because it's a 2.5 slot card.

 

Eh, the PSU can actually provide 440W on the +12V rail, so it should work (it's pretty close though). I know that people are running Titans and 780ti's on that PSU without issues, but you won't be overclocking, at all. Also, cooling a 290 in that tiny case might be problematic, I don't have any actual experience with this case but make sure that your systerm doesn't overheat. Maybe think about stepping down to an R9 280x or something similar and a non-k CPU (again, no overclocking).

Blower style is a must too. Not getting any good airflow in that thing.

Well, isn't the only blower-type cooler for the R9 290 the reference design? Eh...... As much as it hurts me recommending anything over the R9 290 right now, OP should maybe look into a reference Nvidia card. Not only because of the cooler but also because of the lower power consumption and temperatures.

770 or 280x would work. You can always limit the fan speed and let it throttle if the noise is a problem.
