Let's say that I have a virus that manipulated my cpu and gpu to stress them or overclock their voltage theb i format my HDD and install fresh windows will every think reset to it's default !?

No low profile virus can do that, you can just dual boot and run a virus scan and then remove the virus.

Since you mentioned what does this button in the gpu that has something to do with the bios do!?

With dual boot I meant that you can get linux on a separate drive, boot your pc into linux as opposed to windows then run a virus scan on the windows drive. That virus cannot stay hidden if it manipulates voltage or super stresses your pc.

 

Edit: If you have avast a boot time scan might also suffice in getting the virus out since the boot time scan will most likely happen before the virus can activate.

Viruses can't do that.
