Both, but the CPU is doing the brunt of the work.  The hard drive will be going balls out as well, so it's best to save the video to another drive, from the main one.

It depends. If you use H.264 encoding your GPU will be doing all the work, which is why recording with H.264 barely affects your fps. It is basically the best way to record.

If you don't use H.264 your CPU will be doing all the encoding, which reduces your fps drastically.

Some normal recording programs such as bandicam and probably others also have the option for GPU H.264 encoding which basically does nothing to your fps just like shadowplay.

I used both Xvid & H.264 & none of them dropped my fps. I think it's because of my CPU. I just remembered old days, when I had celeron CPU & was trying to record a game & fps for dropping dramatically.

I used bandicam today by the way, with Xvid encoder & it didn't drop fps at all. Here's video taken today with fps show: 

But strange thing is, all recorded videos in my PC are playing faster than normal & I have no idea what does it cause.
