Look in Task Manager- any programs using a lot of resources? And if they are, are they even programs you use / installed?

I ended razer synaps services which were using about 20% of the cpu. 

This is what it was after that

I knew someone would say this. That is why I said it was my cpu hoping someone would read it and realize the hard drive isnt the problem.

A ssd is your last resort, if it's slow then use system restore or backup files and reinstall windows again, if these don't work then get a ssd.

Yea, I do not have much experience with malware/viruses (getting rid of them) since I don't get many of them... so try to find the best way to get rid of them and you should be good to go.

Only if you have an old HDD. Most modern hard drives are self-defragmenting, and even then windows defragments it automatically.

SSDs don't do it because they access so quickly that it doesn't matter.

Run CCleaner and MalwareBytes 2.0. looks like you've got something messing up your computer. Also look for any programs you either didn't install yourself or that you don't need that are running in the task manager. end them and uninstall whatever they are.
