I need the budget of this build to go down what should I downgrade 

 

I would like to keep the GPU as it is

 

I don't want to downgrade it to a certain budget I just want the best downgrading that can be done

If you can try getting a 280X instead as its cheaper and just a little behind performance wise.

With the case there has to be something cheaper than that which can house that R9 290.  Start shaving cost there.  If you went AMD you also could save some money that way too.

this is the lowest I can think of.  this pentium with OC will perform as good as an i7.

I'd downgrade the motherboard to something cheaper as the i5-4440 is not a Haswell refresh chip so you can use any LGA1050 motherboard with it. And you could probably save some on the case too.

it'll also save you some cash to get the powercolor PCS+ 290 instead.  it's pretty much as quiet as the tri-x but with slightly higher clock speeds

You could save a bunch of money by getting an AMD A10, and a nice motherboard to go with it. As with Intel it seems to me as if you pay a premium, when I bought my i5 3570k I payed around $215-280 USD I belive. And if you already have an AMD GPU in the build then a nice AMD processor would suit it well if your getting a gpu already then I think you should probably get one of there FX series processors.
