Scratch it. I thought watercooling kit.

 

$200 for gpu waterblocks

$60 cpu block

~$150-300 for rads(depends on what you want)

$40 reservoir

~$70 pump

 

Just a raw estimate with still some things missing.

For dual GPU and a CPU I wouldn't be comfortable spending less than $700.

If you have to set a budget for a custom loop, you probably should stick with AIO's. Custom loops and the amount of things that you might have to change or buy more of is not exactly budget friendly.

550+ is a normal starting point for rads, tubes, res, pump, blocks and fittings
