cant figure out what is causing gpu throttle

THIS is a picture of my Afterburner control panel and graph of one the runs in unigen heaven I made.  Im trying to OC my 280x Dual  x by sapphire.  The stock speed is 1050 MHz.  I have not changed the RAM clock, but I did move the power limit to 20% and the core clock to 1135 MHz.  I would like to draw your attention to the GPU Usage graph, it does that all through  the unigen test.  I think its being throttled, but the temps are <70c so that should be fine... any suggestions?

I thought going above +20% was a bad idea?

I run mine at 135% sometimes. As long as your temps are fine, it shouldn't hurt the card.

also that score is low for a 280X because i have a 7970 and R9 280x but when i only had one 7970 this was my score

I have all the settings maxed out.
