I can't run 4k. 1440p is the max, I tried before.

nope. Remember all other games run perfectly good, so the problem must either lie in the driver, or something else specifically related to the game.

I did some more research and came across this:

 

 

"Well if it isn't showing in the NVidia control panel as an option, you forgot to install the Intel HD graphics driver. And ideally it ought to be installed BEFORE the NVidia, that could also be the issue. I'd say uninstall the NVidia driver, run driver sweeper in safe mode to kill it, same for Intel graphics if they are indeed installed, then install Intel THEN NVidia graphics drivers."

 

I will try this out, and report back when I am done.

UPDATE: The above did absolutely nothing! 

However, I just took the time to install my new PSU again (had it RMAed 2 weeks ago), which it at least giving me more stable voltages than the HX1000. I also noticed, that every time I start CS:S, I get a message from Windows "Do you want to allow this program to make changes...etc." This is definitely new vs. Win 7! 

Right now though, it is at least playable. I get average fps around 85, with peaks at 120 (my max setting) and lows at 53. However this is still far from the normal values around 400+. While I do not necessarily need such high values, I would still like to know that everything is fine. 

So I'd say the problem is 50% solved. 

 

GPU fluctuates between only 300MHz and 600MHz. The CPU between 10% and 30% load, constantly ay 800MHz.

Maybe you check Windows diagnosis and error memory... I do not think that there is anything about your problem but there is a little chance.

I did a troubleshoot and came up with this:

SM-Bus Controller missing driver

PCI-Communikationscontroller missing driver

Do you have a CD which came with your MoBo? On this disc there is the needed driver...

 

...check this out - there is a point "Chipset" and those downloadable files are those you need.

Try to do it with the ASUS Ai Suite. Download the UEFI file and choose the path from the Ai Suite BIOS/UEFI updater...

But the chipset driver is more important, a UEFI update will not make any changes to the errors from Windoof.

So my CPU ramps up 80% to even 100% load when I watch videos on twitch. iGPU is disabled in BIOS ^^

I just did some test runs in Cinebench to check if my CPU will ever go to the max frequency. I have it set to stock for the first run, which resultet in a score of 660, about 100 under the normal value. So I overcloked a little to 4.3GHz and got 760cb. That is about equal to a stock 4770k. I noticed that the CPU takes about 5-10 seconds to actually go from 20% to 100% load, and thus also needs to go up from 800MHz to 1200, 1800, 2300 etc all the way to 3500 (stock). To compensate for that in Cinebench, I started OCCT first, then Cinebench and stopped OCCT right after. Thus I got a reasonable 820cb with 4.3GHz. 

Still, the question remains why it takes so long to go up in frequency, and what is causing my low fps. 

I also did a BIOS update alongside all chipsets, but with no success.

What about Windows errors? Are those completely fixed, too?

yeah. All i get now is "Hardware change may not have been detected"

Check this, because if you've plugged it in to the motherboard your CPU is running the display, check this. Also power cables to the GPU and PSU, make sure it's plugged properly into the mobo. ALSO no one has asked yet, are you running 3 monitors and using all 3 to game? Or is it just one? Because if it's 3 with a high res that might be way, if it's not then I'm fresh out of ideas.

ignore all the old posts. the status is as follows:

 

- update VGA driver

- disable Intel HD4600

- Verify integrity cache

- Re-install the game

- Set the game to Compatibility mode (tried all versions of Windows) and "start as admin"

- Set Timer Resolution to 0.500 ms

- Install a new PSU (Originally had a HX1000 in here)

- Update BIOS

- Stress Test the System

If a power cable isn't in properly the card will either stop working or under clock itself. If he's running a game in 4k or a high res then yeah the higher the res the lower the FPS

Power cables are definately all plugged in correctly. I took out the GPU when I switch PSUs and used an new set of cables. I am running a 2.5k monitor.
