Did you installed the drivers properly? Try other driver version is not.

Is V-sync on or off ?

Do you have Nvidia Experience enabled? That thing can mess with your settings.

Are you sure you have DX and everything updated?

huuh its amd, sorry rig is in the signiture, aand yes i tried all of that

Do you have V-Sync on or off?

Also are you using a BETA Driver???

But it sounds like V-Sync.

That can really mess you up sometime, I had experience with a games frame rate fluxuating because V-Sync

Okay create a CSGO Shortcut to your desktop.

Right Click > Properties > Target > "C:\Users\<user>\Programs Files (x86)\Steam\SteamApps\Counter Strike Global Offence\Whateverthelaunchfileis" (the directory should look something similar to that) > No beside the quote do a space and then type "-norestrictions" (without the quotes)

Should look something like this ....  "C\Users\<user?\...\Counter Strike Global Offence\something.exe" -norestrictions

Click apply, then launch the game with the shortcut.

If it still doesnt work just delete the shortcut you made and edited.

Tell me if it works then and I will tell you how to make steam launch it with that shortcut for now on.

Nah tempatures should have nothing to do with this, to me it sounds like a drivers issue.

------------

Did you try resetting all the games graphic settings back to default.

if none of that works try installing a the drivers manually off of nvidia's site. Who knows it might be the way GeForce Experience is installing the drivers.

Hmm not sure if AMD has a thing like Nvidia has GeForce Experience where it will install the drivers for you. if so download that and see what happens.

But yeah I put 20 dollars on saying its a drivers issue.

-----------------

Also when you launch CSGO go into your video settings their should be a button somewhere saying set to default settings click that, apply, play for about 5 minutes and see what happens.

amd has a software that detects your gpu and finds your drivers for you, downloads it and then installs it
