Mice not working in laptop

Here's the deal, I've been troubleshooting a laptop for someone but I'm about at ends with it. The laptop touchpad isn't working, and when you plug in mice they don't work either. I tried uninstalling and reinstalling all the drivers in both normal mode and safe mode, ran virus removals, I have no real idea what this could be. It does however show up in Windows PE mode, when I boot to a flash drive. Any thoughts?

I suspect USB drivers

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

Unlikely, but the USB port could be dead. As the for touch pad, that is likely connected to the motherboard via a ribbon cable which might have come loose.
