Okay so I just got a R9 270X a week or two ago. And to be honest I was expecting a lot more. I am getting around 25 FPS on low while my friend with the same GPU (just a different non reference brand) is getting 60 on high. We are both running at 1080 as well. The only thing I can think of is a CPU bottleneck.

 

Here are my Specs:

 

GPU: 2GB XFX R9 270X
CPU: AMD Athlon II X4 640
MOBO: ASUS M5A88-M

RAM: 8GB Corsair Vengeance 1333 MHz

 

 

EDIT: My friend has a oem amd fx 8320 3.5ghz eight core

what cpu your buddy has?

 

looks like a cpu bottleneck like you suspected

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

Are your drivers up to date?

Ya I had the R9 most recent driver installer on my PC before switching out GPU's and had old drivers uninstalled

 

what cpu your buddy has?

yes that is a huge difference

 

he got a powerful cpu than yours many times

Okay so an upgraded CPU would probably get me about the same performance as him. The best one I have found to match the socket is the Phenom II X6 3300 MHz is it worth the investment in just a new CPU or will I have to invest in a new MOBO also.

your mobo may not support the Phenom X6 without overheating the VRMs
