I have just built a pc, an fx 8320 build with a hyper t4 cooler.

 

the case is 

Corsair Carbide Spec-03 ATX/Micro ATX/Mini ITX Computer Case with White LED

 

Also added a 120mm fan on the top wear it faces the heatsink.

 

and it is running at idle at 12 degrees in coretemp, but in the bios it runs at 36 degrees which is right?

Unless you're freezing your balls off right now, something's wrong with coretemp.

BIOS is detecting your socket temperature not the temperature of the cores themselves.  The reason you are getting impossible idle temps is that AMD does not calibrate their CPUs at low temperatures (because they aren't that important).  Your load temperatures should be fairly accurate.
