Core i3 4360 bottleneck?

Yes.

For a low budget build I suggest going with an FX83xx chip rather than an i3.

If you can't afford stepping up to an i5 that is.

Should be ok in pretty much all games. Might notice a bit of a bottleneck in really CPU intensive games (64 player BF multiplayer, stuff like that).
