30fps 720p for a triple A title, everything else like Indie or older games 1080p 30fps, 720p 60fps and if it's really easy to run in 1080p 60fps.

FYI you can make a ghetto shield and stream games to your phone

For Twitch etc? What you connection? Do you aim for bigger resolution or better quality? For 720p, 2200 bitrate, 30fps and MP3 audio codec with 160 bitrate is enough.
