This is maximum speed. Since an SSHD just has a small SS cache, only the most recently used programs/files will get this speed. The rest of your data will be the same speed as a regular hard drive.

If you take the average speed of an SSHD it will be more like in the center between SSD and HDD.

No. Startup time is one thing; overall performance is another. A sshd is closer to a hdd than a ssd in overall performance. It's still much snappier than a traditional hdd though.

will this seagate sshd work in upcoming x99 chipset? is it safe to buy now or i should wait untill x99 comes in the market?

It should work fine just like any other sata drive.
