I recently got adobe cc and installed premiere pro cc 2014 on my desktop.

My system just feels really sluggish.

When I go to export it takes about 4 minutes to render on my cpu and 30+ minutes to do so on my gpu.

I think there is a problem as all the benchmarks I see show gpu being much faster.

 

I have reinstalled windows 7 on my system

running the newest beta drivers.

running newest premiere pro version

 

My system specs are 

amd althon ii X4 B55

amd radeon 7850 2gb

8gb system ram

msi 890gxm-g65

120gb sandisk ssd

 

Tell me any thing that could help.

Why don't you just not use it? Is 4 minutes really going to waste your life?
