Raspberry pi's were initially developed to get younger people into programming, because (AFAIK) the pi doesn't have a user interface that you'd see in windows or MOST linux distros, and most of it is command prompt /terminal based (from the top of my head -  I don't own a pi).

Because they're so small, people stick them behind their tv's and use it to stream or run xbmc (an open source media player). Theres of course lots of other uses for it.

Raspbian was the OS released with the Pi and has a standard Debain UI.

What can a rasberry pi do that pc cant or is a rasberry pi even worth getting if you have a pc?

IMO unless you wanna get into programming it's not worth the Raspberry Pi. A lot of people use them for Home Theater or other media use but for a bit more you can get one of those $50 eBay Android HDMI sticks. They're powered by quad core CPUs and run a standard Android UI

It is not only for programming. I know someone who is using one as his car's rally pc and he is currently working on making some sort of shock absorber for it. He says it sticks when he goes on the bumpy course.

a raspberry pi is not a replacement for a pc. Think of it like a arduino with usb and hdmi

Raspberry Pi isn't as powerful as a full desktop. You can play some games on it, but you can do the same with a smart phone. Honestly, I think the Raspberry Pi mini PC is geared towards the programming enthusiasts who do crazy shit with them. For Example:
