Can you overclock GPUs in any board?

You'll need Z97 to overclock.

Hold on guys. I think MSI have still overclockability on their h and even b boards.

I am thinking of buying MSI NVIDIA GeForce GTX780 Twin Frozr 4 3GB DDR5 for my first build but can i overclock it in this board: MSI H97 GAMING 3?

Yes. As long as your power supply can give it the extra power it needs, you can overclock it in any board that you please.
