heating the system up with a demanding game and looking at the load graphs will tell if your gpu is for example at only 50% while your cpu is breaking a sweat or the other way around - thats one way to find out but its not always that visible.

"You know it'll clock down as soon as it hits 40°C, right?" - "Yeah ... but it doesnt hit 40°C ... ever  😄"

You can't tell from the specs, you need to see benchmarks. Either way as @PassionFruit pointed out, after a while you just "know". Which cpu and gpu do you want to match exactly?
