So I'm hunting for new monitors for a dual 1080p setup, I explained this further in my post a few days ago http://linustechtips.com/main/topic/175774-what-are-some-good-monitors-for-a-dual-1080p-setup/, and I'm definitely going to get an IPS monitor because I'm tired of flat colors, but during my hunt I noticed that many IPS monitors have 5-10ms response times. But does this just add to the, as I call it, delay pool? The delay pool is all the things that have delay combined, for example you move your mouse, it takes 1ms for the signal to get to your pc, the PC has a 10ms processing delay, then it gets to your monitor which has a 5ms delay, so does this equate to 16ms of delay until you see something on your monitor from when you move your mous?. BAnd I've also heard that the response time just adds blur? Can anyone clarify this to me? Because I currently game on a 2ms delay monitor and my TV surprisingly has only a 5ms delay, and one of the displays I'm eyeing, the dell u2414h, has a 8ms delay and I don't want to have a worse experience than what I currently have if I get an IPS display with a 5+ response time.

The response time you are referencing is pixel response, and is related to motion blur not input lag.

Monitors generally don't state the display latency (input lag) in the specs but if you go to http://www.tftcentral.co.uk you will find in depth reviews of most well received displays (including latency measurements) and also the opportunity to educate yourself about monitors as the reviews are well structured and segmented into sections for each test.

even if it was a response time of 50ms(about 5x the normal max amount) thats STILL 1/20 of a second, and no, 50ms wont affect your framerate because the frames are still the same distance (in ms) apart from each other, however, from when you move your mouse to when you see it, would be effected

prad.de is another good one, it is natively in German but English can be selected by clicking the British flag on the website.

No, that is actually what input lag is.  Response time is the time it takes for a pixel to finish switching from one color to the next.  A high or low response time won't affect the time delay between giving a command and seeing it register on the screen.
