Don't clone your old OS to your new SSD. Just do a clean install with your current OS. It will work, you don't need to buy a new OS.

I'm planning to build a new system in the near future which includes new parts for just about everything. The only things that I'll probably keep from my old system are the HDDs.

 

If I want to clone my OS over to a SSD and use that for a new system, will my OEM version of Windows 7 still be valid? Do I absolutely need to get a new OS?

As you are replacing the motherboard i believe you will have to reinstall, if there is a way to use it across hardware like that i don't know it.

OEM part depends is it branded (Dell, HP etc, reads on sticker) or non-branded. Latter can be used as retail one, former is invalid with different mobo.
