Measurement program for windows

Hello all. Could someone please direct me to a program that i can use to draw on a picture and measure angles and distances? any help[ would be greatly appreciated. And free would be great too haha

 

If it helps, im trying to perform a bike fit on myself by taking photos and then using a program to measure appropriate angles to then adjust accordingly

The Geometer's Sketchpad.

Great program, my teacher used it back in the day.

I don't remember if you can draw on pictures, but it is great nonetheless.

For 2D Gimp can do that. You might need some math to conver pixels to whatever you are using as base.
