I really like this build, I'd change the processor to a Pentium G3220 personaly.

I would go for a Haswell i3 and 8gb of ram, so the PC will last a long time before an upgrade. And if he wants to game later on, he can add a GPU and have a decent gaming system.

 

I would say go with 8 gb of ram but the rest of the parts listed above are good. 

 

I really like this build, I'd change the processor to a Pentium G3220 personaly.

For a more "future proof" build, with a lot more of horsepower, you can build this.

 

Top of the line CPU, quiet cooler, decent mobo that will support future processors, enough ram and an SSD, 1tb for mass storage, and a PSU that will handle a GPU in the future (or whatever you want to put on it). The case is a basic good looking case.

Truly depends on what you want to do with the PC. A $200 i5, will last a LONG time, running work applications and casual stuff. A GPU will serve you great to run games, and a more powerful processor, is going to be a great choice if you want to edit, transcode, and do many other intensive tasks.

If you want a premium feel on the PC and are willing to put more money into it, you can go for pleasing aesthetics, top tier SSDs, very quiet components (such as coolers fans and PSU), or really good peripherals.

Get a really good mouse, a mechanical keyboard, a good monitor with a nice res and outstanding colors, upgrade your sound, and many more other things, where you can spend your money to get that premium PC, instead of buying an i7 that will never have to go over 10% load to carry such tasks.
