Please help, can't connect GS5 to Gaming PC via Limelight Streaming

I'm trying to create a "Ghetto Shield" by using Limelight Streaming to stream my games from my PC to my GS5 and I've used a USB OTG adapter to connect my wired X360 controller. However I cannot connect these two things together because whenever I type the IP it says failed to time out to "my IP" after 5000ms. I've done my IPv4 and my PC's IP, still don't know what's going on please help
