I wouldnt call that a dying gpu.

Correct me if I'm wrong but GPU artifacts are not something that usually show on screenshots, at least those that appear due to some hardware issues rather than software. This here is a screenshot, not a photo of a screen, so I doubt it's a dying GPU.

 

It's hard to tell but if you zoom in it kinda looks like some kind of an icon? Like a little RAM stick or something? Probably some kind of an overlay or something running on background and having a weird interaction with the game.
