CPU Over utilized. Why?

Read through the thread. 

 

Nothing really conclusive just a shot of the CPU usage graph without a shot of the processes list. If the OP would have taken a shot of the processes list at the time of the first post, it would have solved it right then and there. 

 

So far I see nothing out of the ordinary or certainly no reason to believe a virus is at play.

 

Runelight appears to be a game client so its pretty normal for it to use the CPU to some degree and thats not a very recent CPU.

The details tab is usually more accurate, But it's clear you just run a lot of programs and that's the root cause.

What is the CPU? Again, the % is not an absolute measure, but a relative one.

I was asking about the "other PC" that was used for comparison.
