Just pickup whatever you find from a brand you've heard of before. There's not going to be a lot of variance in quality.

Looking for a new pair of speakers for about $30~ USD myself, so I've been looking at: Logitech LS21, albeit not great speakers, but there really aren't any good cheap speakers. 

 

Creative A220's also look good, assuming you can find them. 

 

Your probably better off just giving up on a 2.1 system and getting a better 2.0 system due to the limited budget...Thats seriously where I'm leaning simply because of all the negative reviews I've read of cheaper 2.1 systems....better off getting a quality 2.0 system than a crappy 2.1 system.
