It means the BCD is corrupted. So if you can't get into a USB Windows installer to run bootrec, you can try to use bootsect.
You should back up the drive, just to have a clone you could later try to recover files from.
Then take the nonfunctional boot drive, connect it to another computer, boot from that computer's own boot drive and try to run bootsect from Windows to fix the MBR on the drive that is currently not bootable:
bootsect /nt60 <drive_letter>: /mbr
