buy 9 and keep the original CPU cooler fans

the fans you are buying have 48CFM air pressure, the fans on cooler have 58CFM air pressure, you'd be lowering the cooling potential of the cooler by replacing it's fans

if you want RGB aesthetics, TL-S12 fans have reverse blade version, though that would probably cost more since you'd be most likely buying them one by one, if you are able to find them somewhere to buy in the first place: https://pcpartpicker.com/product/D9mNnQ/thermalright-tl-s12r-476-cfm-120-mm-fan-tl-s12r

  • Reverse blade fans are bought and used as (only) intake fans, when oriented in case the "pretty" side exhausts fresh air into the case

there are also ARGB air coolers

Thermalright Peerless Assassin 120 SE ARGB

Thermalright Phantom Spirit 120 SE ARGB

They just don't have the ring shaped fan aesthetic

I should say it'll be more of a guide on how you can do it yourself. So, you'd need to be willing to put in some footwork.
