R9 270 ($180) or R9 270X ($200).

If you want even cheaper, the R7 265 ($150) will beat the GTX 750 Ti to a pulp, and be slightly faster than the GTX 660 on average. Also, it overclocks very easily due to very low core clocks out of the box. It can be almost as fast as an R9 270X when overclocked.

where is your location?

 

I will say the GTX660 will be more powerful compared to the 750Ti

 

but the 750Ti has better power efficiency

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
