Okay, I just found what I believe is the correct group policy object, go to:
Local Computer Policy
>Computer Configuration
>Administrative Templates
>System
>Troubleshooting and Diagnostics
>Resource Exhaustion Detection and Resolution
Which you would get to by going to:
Start Menu's Search
Type "Edit Group Policy"
Click the result that says that.
Assuming you are on Win7. Win8.1u1 doesn't have that.
Edit: The Resource Exhaustion Detection and Resolution folder won't appear in that sub-directory unless I apply a filter for the word Resource. Strange. Very strange. You are to set the Configure Scenario Execution Level value to Disabled btw. Forgot to mention that. @helping
