A better heatsink, AIO, or custom water loop won't change the amount of heat your PC produces. They'll only help it shed that heat into the room more effectively. Watts are watts, and energy is energy.

If you want your room to be cooler, you need to pick components that generate less heat or invest in an air conditioner.

Your PC affects your room temperature far more than the room temperature affects your PC. Computers can run just fine at temperatures that are far too warm for people to be comfortable.

A computer that draws 500 watts while you're gaming will warm your room up as much as a 500 watt space heater would if it was run for the same amount of time.

If you want your room to stay cooler, you need to pick less performant components that draw less power (produce less heat), or set power limits in software like MSI Afterburner.
