Sure, any high end card will run hot. No, unless you have bad airflow or anything like that undervolting is unnecessary.

it doesn't need undervolt, but some 30-series cards can undervolt and not lose any performance.

brand mostly doesn't matter, it's the base 3090 itself, if you are power limited, undervolting might boost clock speed. if you are temp limited, undervolting if done right just saves power. It's not required and whether it's worth it or not depends on the cost of electricity for you, i lock my 3080ti at 340w instead of 450w and saves about 5dollars a month while the card is on average 2% slower (on games where it's not already overheating then 5%~)

The answer is no

 

Because you are obviously ill informed on the matter and its going to take a lot of hand holding before you settle on what you may deem to be a satisfactory result

 

It is not something daunting and does not harm the GPU. I trust that if you are seriously interested to undervolt, you would be naturally driven to do the research on your own on how to do it.

 

Better to learn to fish than to be given the fish, especially if you can't even tell if the fish is good or not

I do it, no reason not to as my cpu is too weak to fully utilize the card.

9900k. I overclock quite abit but not worth the heat as it doesnt do much overall.
No idea how that cpu will do but most are better than old intel now.
