I recently got a GPU and a psu to upgrade my dell desktop, and it was doing great until it wasn’t, my brother was playing while I was gone and he said that the whole thing shit of randomly, so he left it alone and when I got back and turned it back on the gpu didn’t turn on, no fans on startup, no power, nothing, the pc will boot like normal if connected to mobo, but gpu isn’t working, I’ve tried reinstalling it, drivers, everything but it’s just not getting power, I tested my psu with a multi meter and the pcie power cable read 11v any idea what’s going on? I’m hoping it’s a mobo issue cus I already had a mobo on its way. The gpu was bought used and even performed at its full capacity while it was working.

there also isn’t any signs of life in the card when turning on and off the computer and flicking psu switch

i5 9400

That is a known shit PSU. Although 11v on 12v rail might not be the cause of your problems, it is most likely your PSU.
