force pci Xx mode?

basic specs
5950x
rog crosshair viii wifi\hero (not dark hero, i wish)
pci 1 - strix 4090 "gaming" w/ a G9 and an hdmi/usb balun to my sony x85k and receiver in the living room
pci 2 - xfx merc (i think) amd 6700xt, asus something and msi something, have to be same cause the bezel's are f*ing identical. specs arent but on the msi i can set 2650x1440@165hz when its a 1080 monitor
pci 3 - quadro 4000 rtx, handles transcoding/remuxing
4x 16g 16@3600mhz, docp on - 64 total
windows 10 pro, whatever
all on latest bios/firmware/drivers (yes chipset and all)
ok moving on, i plan to put my 4090 in pci3, 2 will have a nvme pci card since apparently pci2 has bitrification(spelling). pci1 will have the 6700
yes the bitrification works with all pci cards installed, well of course i had to remove one to find out but yes it works. just on pci1 and 2
is there a way to force pci slots to use idk 1x, 2x or whatever to free up lanes for other pci slots?
just wondering cause if im gonna move this hardware around, if i can make pci1 super slow, maybe i can make pci3 16x rather than 8x with all the lanes populated
or just stick with 4090 on pci1 and nvme on 2, then disable pci3 to release 8 lanes, making them available on pci1.
probably not possible as mentioned but hey, why not ask?

It will be 8x/x4/x4 or x4/x4/x4/x4 or x8/x8
There are no motherboards that will bifurcate to x1 or x2 and let you choose where lanes go.
