Pc turning on and off loop

So I noticed a high pitch sound in my pc and i took the gpu out so I can see where it's coming from. I found it, and didn' do anything, as its not a bad motherboard, just making weird noise(really quiet). I put my GPU back in, fired up my pc, and the gpu does not seem to turn on. This happened multiple times, but I somehow solved it, and I do not know what to do now. The ON phase is long (like 15-30 seconds) the off phase is like 2-3 seconds. The GPU is not dead, no parts  are bad.

So you solved the issue?
What are the components?

Was the sound you heard possible coil whine?

No. This time I cannot solve it, I am attaching a video (2x speed because of size limit)

 

Specs: nitro+ 6700xt, asrock b450 steel legend, r5 5600x, 2*8gb corsair vengeance rgb pro 3200mhz, arctic liquid freezer III 360, msi mag a750gl psu

 

Really quiet high pitch noise, Downloaded an audio visualizer, and its 10000Hz sound and comes from the motherboard.
