No no no. It was a PSU cable that had 4 extra spots that did nothing so I sawed em off and put it in a different spot. I'm just wondering if I should worry about it coming unplugged or something.

If it seems snug, I wouldn't worry about it.

My CPU power cable had 4 extra pins on it making it not fit into the CPU slot on my PSU and instead on for the GPU. I had to cut those pins off and the thing that holds it in to fit all my cables in. Is that safe? It sticks out a little from the PSU too.

Sounds like a newer psu and an older motherboard.  Is it safe?  as long as your comp powered on and the connection is solid I guess you lucked out that the pin order was the same.  Not something you should have done without some research.  If it wasn't you likely would have seen the results right away.

You cannot use a PCI-E 8 pin as an ATX 4 pin. The pin order is noot the same, and neither is the connector shape. This is the kind of stuff that will fry your motherboard. If it worked for you then you got lucky, but 99% of the time your motherboard will instantly die. Did your PSU not come with an ATX 4+4 pin connector? Thats what youre supposed to be using...
