Need advice on upgrade path

I'd go AMD, but you're going to be GPU bound once you do. Go with a Ryzen 5, and grab a used GPU for some more uplift.

Budget (including currency): about $600 usd

Country: united states 

Games, programs or workloads that it will be used for: light gaming like fortnite, and asetto corssa. 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): currently have a i3-8350k and a gtx1060. Currently having cpu bound issues. wanting to know if I should upgrade the processes to the i7-9700k or do a switch to amd.?  Current mobo is the msi Z370 GAMING PLUS

You still dont need 64GB let alone that overkill of a speed. 32GB 3200C16 is going to be a guaranteed boot and the sweet spot on Zen 3, 3600C16 is where the extra spending starts to diminish.
