The issue: Within a day or two of building my new pc, i HAD AN ISSUE WHERE MY SCREEN WOULD GO BLACK AND ALL MY SYSTEM FANS (GPU, CPU, AND CASE) WOULD GO TO 100%. tHIS WOULD OCCUR ANYTIME BETWEEN LOADING wINDOWS AND AFTER BEING IN wINDOWS FOR only A FEW MINUTES.

 

What I tried: aSSUMING IT WAS A DRIVER ISSUE (SINCE THIS WAS A CLEAN INSTALL OF wINDOWS), i USED ddu AND MANUALLY REINSTALLED THE DRIVERS BUT THE PROBLEM PERSISTED. aSSUMING THERE WAs a problem with the gpu, I swapped it out with an RX6600 and put my new gpu into another system. The RX6600 didn't have the same issue and I was able to get into Windows and even stress test the new gpu in the other system with no issues. Assuming there was a problem with the psu, I put my new gpu back into the new system and swapped out the psu with a different one and now the problem has gone away. To verify it was the psu, I put it back into my old system to test it but no issues occured so now I'm just really confused.

 

Other info: I was able to use the integrated graphics on the new cpu to boot into Windows even when the issue occured and Windows was saying that it could not detect the new gpu however, I have a motherboard with a q code readout and it was reporting no issues with the gpu. I thought it might have had something to do with the fact that my old gpu used the 12vhpwr adapter and the new gpu does not but I tested the psu in my old system with a different gpu that doesn't use the adapter with no issues. Also for those that don't know, the psu in question is a dual system psu but the problem occured whether or not the second system was on and has not caused issues with my old system. However, maybe I should mention that I have been having a minor issue where I can't put both systems to sleep since doing so to one system would wake the other system and this didn't used to happen but I've since just worked around this by just turning one system off.

 

Old specs: 5950X, 3090ti
new specs: 9800X3D, 7900XTX
psu in question: Phanteks Revolt 1200W
both are running Windows 10 and neither are overclocked in any way except the ram in the old system

Well, they discontinued that PSU a while back and have no plans to introduce another dual PSU. My guess is probably that there is some power ripple that's developed and you're pretty hooped.
