Hey so i am one those people with an optiplex PC but i have been wondring for a while where my i7 4790 will take me

I was thinking about replacing the psu and throwing a gtx 1080ti but i aint sure 

First thing is : will there be a bottelneck if there will how severe is it

second thing is : is it even worth it A 1080 ti in my area is about 150 bucks everything here seems high for what it is 4090 brand new is 3.5K bucks 7800xt is close to 800 so i think it could be worth it 

total of 1080 ti PS psu ps the 24 pin to 8 pin adapter is about 200 bucks

is it really worth it or na

A 4790 is pretty end of life right now. I'd definitely recommend swapping up to an 8700k. 50% more threads, each 10% faster. 
Though, it does depend on what games you run at what resolution

WELL I run at 1080p but the thing is 8700k is priced wildly in my area a pc with an i5 6500 is about 140 to 200 bucks witch is wild if I want a simple upgrade

What exactly do you expect of this PC? Like, is it your only option for the budget or you're wondering if this PC would be viable today to even bother? 

Paying 150$ for a derelict card that isn't worth at all in today's market. For a~50$ more you could get a used 3060Ti. Your CPU will be a bottleneck anyway, so at least you'll have 1 part that isn't obsolete.
Honestly, you'd be far better off spending another ~200$ for something like 14100f+b660+DDR4.

a dell optiplex from around that day the cpu is the limiting factor yes the power supply also is but look at a video of a i7 4790 paired to a rx 6400 and you will see the problem if you really wanted to you could get a slightly newer cpu that fits in the motherboard but in that case just build another computer at that point
