7800X3D (or maybe the 9800X3D) and 7950XTX or 4090 running power limited. You did say no budget 😛

Also, some monitors can push out a fair amount of heat, so consider what monitor you have also.

Handheld like the Ally X. Total system draw around 40W, doesn't get more efficient than that.

4060-4070 are far more power efficient. You really can't TDP limit the 4090 and likely the AD102 and still get good performance. Every time I've tried, it struggles below like 75% TDP.

Isn't all this mitigation and not actually tackling the issue? Could we not spend money on addressing why the room gets boiling hot? Surely an A+ tier air con, even one on wheels with no setup costs less than a 7800X3D, 4070S upgrade.

portable ACs on wheels do worse at the same rating than window units.

My answer is:  U-Shaped AC units.  They're the fuckin' GOAT.  
Ours are Midea and they're absolutely amazing.

Just cool your room? If you have a non ventilated space itll eventually warm up regardless
