That is characteristic of smeared dirt in front of the lens. Make absolutely sure there are no fingerprint smears on the lens.

 

Also it is preferred to attach the photos to the forum and not link external.

Do you have a filter on the lens? *i just saw that it is an iphone, do you have a protective screen/sticker over the lens?*

If the lens was scratched, you would be able to see it. Do you see a scratch?
