Both brands may have multiple models of 7900GRE. Not all of one brand may be better than the other.

 

Look for these features from most to least important:

  • Length and size (to be able to fit in your case)
  • Dual vBIOS (will have a vBIOS switch)
  • More weight (beefier heatsink)
  • More fans
  • Larger diameter fans (spins slower to move the same air, less noise, lower frequency noise)
  • Higher advertised boost clock (the vendor must be able to guarantee it works as advertised) Typically, better power delivery components are needed to support higher operating frequency

Downside is basicly only depending on how the Cooler performs. What temperatures under load vs. Fan Speeds.
Maybe Features like LEDs or how pretty the design is.

 

But XFX and Powercolor are Companies, not Graphic Cards. Which model exactly are you talking about?

Hellhound with Quiet Bios lets fans spin at below 900 rpm under full Load. That's insane considering it's 270w beeing cooled.

 

Sure, a Nitro+ with quiet Bios and 1000 rpm is just a tiny bit louder, but still silent enough so you probably won't hear it over your CPU-/Case-Fans.

 

Don't bother about "Quality". That's all fine on every Model. Every single Graphic Card can break or give you issues, no matter if any classifies it as budget or high end.

If you can get the Hellhound for a good Price, that's a nobrainer
